Dear Deputy Superintendent Ferguson:
You have asked whether the State of Delaware Internet License ("License") limits access privileges to State workers using the network in their official capacity. For the reasons stated below, we conclude that the License limits access privileges to State workers using the network in their official capacity, and, therefore, the scope of access may not be extended without the express written permission of both the Office of Information Services ("OIS") and the network access provider.
