Civil
Division
- The Civil
Division is responsible for providing legal services to the
officers, departments, boards, agencies, commissions, and
instrumentalities of State government. The State Solicitor is
appointed by the Attorney General and reports through the Chief
Deputy Attorney General. Much like a private law firm, the Civil
Division provides all legal advice in civil matters for the State of
Delaware. The Civil Division is organized statewide into four groups
Government Services, Departments & Agencies, Major Litigation
and Family Services.

LITIGATION
GROUP -Tobacco
Litigation & Enforcement Update
The Litigation Group of the
Civil Division is responsible for representing the State of
Delaware in civil actions filed in federal and state Courts.
In addition to representing the state itself, the Litigation
Group also represents state agencies, officials, and employees
in court. Within the Litigation Group are units serving
specific agencies with high volumes of litigation. The
Environmental Unit specializes in environmental law and cases,
and advises the Delaware Department of Natural Resources and
Environmental Control. The Corrections Unit advises the
Delaware Department of Correction and defends the numerous
cases filed by prison inmates. The Major Litigation Unit
represents Delaware in cases designated as major litigation
when significant legal or financial issues are in dispute. The
Litigation Group also provides a Deputy Attorney General to
advise and represent the Delaware Department of Labor, and the
workers who file claims through the Department. |

GOVERNMENT
SERVICES
Government Services Group:
Provides support and advice to the boards, commissions, and
officers of the State. This Group provides research and
expertise on governmental law issues. This Group also responds
to requests from Delaware citizens for information under the
Freedom of Information Act and provides advice on governmental
law issues at meetings and hearings.
