A.G. BRADY ANNOUNCES APPOINTMENTS
(Wilmington, DE) - Attorney General M. Jane Brady has named Assistant State Solicitor Malcolm S. Cobin to the position of State Solicitor for the Department of Justice.
Mr. Cobin is a graduate of Ohio Wesley University and the National Law Center at George Washington University. During more than 26 years in the Civil Division at the Department of Justice, he has represented various state agencies, boards and commissions, including the Division of Public Health and the Department of Transportation. He was named Assistant State Solicitor in 1986, while continuing to represent several boards and all election officials in the State. In 1999, he was named Outstanding State Employee by Governor Thomas R. Carper.
Attorney General Brady noted, "Malcolm Cobin brings many years of experience to his new position. He is a competent and respected attorney throughout the Bar, and his skill and perspective are valuable assets to this Department."
Cobin replaces State Solicitor Michael Rich, who had served since 1995. Rich, who resides in Dover, had asked for the opportunity to work in the Dover area when an opening became available there. "Mike Rich oversaw the reorganization of the Civil Division, the development of the Freedom of Information manual and form book for the Department, and deserves credit for attracting experienced attorneys from the private sector to work for the Department of Justice. The State and this Department owe him a debt of gratitude."
The Attorney General also named Keith R. Brady to replace Mr. Cobin as Assistant State Solicitor. Mr. Brady graduated from Wheaton College and the Columbus School of Law at Catholic University of America. His experience in the Department of Justice spans nine years. He has also served as Director of the Division of Alcoholic Beverage Control, Counsel to Governor Michael Castle, and as an associate at the law firm of Prickett, Jones, Elliott, Kristol & Schnee in Wilmington.
