Leighann Hinkle

Leighann Hinkle is the Director of Defined Contribution Plans for the State of Delaware. Her responsibilities include oversight of the State’s 457 Deferred Compensation Program and the 529 College Investment Plan. She will also be responsible for the development and implementation of a State 403(b) retirement savings plan. She has been an employee of the State Treasurer’s Office for 4 years. 

Leighann is a graduate of the University of Delaware with a Bachelor of Science Degree in Business Administration and a graduate of Wilmington College with a Master of Business Administration.
