Attorney General Biden launched the first community prosecution program in Delaware in the Southbridge section of Wilmington in 2007. In May 2008, the program expanded to include three dozen prosecutors, assigned to six teams throughout New Castle County. The teams are comprised of prosecutors with different areas of expertise in order to provide a breadth of experience and knowledge to each community. Most teams have at least one prosecutor from each of the following areas: drugs, misdemeanors, domestic violence, juvenile crimes, major crimes and violent crimes. A separate Nuisance Abatement team works in conjunction with the Community Prosecution teams to address nuisance properties and improve quality of life statewide.

The Delaware Dept. of Justice Community Prosecution teams focus their efforts on working with the police to identify and prosecute the worst offenders living in their assigned communities. In addition to repeat and serious offenders, the teams focus on cases that are important to the community. The teams meet with police agencies and community groups to share information and address any specific concerns. 

New Castle County is divided into six Community Prosecution zones, as illustrated on the map to the left. Click on this map or on the links at the top of this page to review names and contact information for community prosecution teams and individual prosecutors assigned to these zones. These numbers are accessible twenty-four hours a day, but emergency calls should be directed to the police. The police have around-the-clock access to the prosecutors and will contact them as needed.
